How does the way of dressing change people’s mindset?

Hello again! Is a woman’s safety decided by the clothes she wears? There’s this incident that took place recently. I learned from that incident! I learnt that if a female wears short clothes it means she is inviting people to rape or harass her, isn’t it true? I use Instagram where I came across a video of a woman commenting on a girl that she should get raped only because the girl was wearing a short dress. 

The girl was harassed by the middle-aged woman. The girl narrated what happened. She said, “This middle-aged woman addressed seven men at the restaurant to rape us because she felt we deserved it for wearing short clothes and bashing her unsolicited opinion. For speaking up against her primitive mindset”. 

I was shocked and angry at the same time while watching the video. I was extremely mad at the woman who said that and I was completely in support of the girls who stood up against this. 

Is this the mindset of WOMEN in India?

Instead of supporting their own gender against such practices, such women go against them and encourage the opposite gender to sexually abuse them. Why do women instigate crime against women? Are they scared to abolish the patriarchal system? Are they scared to hold the baton for a matriarchal society?

I have been brought up with the ideology of looking at all the aspects of things and I think all of us have been brought up following the same ideology. 
I thought of how it would have been different if she would have conveyed how in today’s world it is important to choose your clothes intelligently. We can think about what it was that made the lady say something like that. It was wrong of her to just point to the action conducing to rape. 
I am still on the side of how the lady was wrong because she also called the girl and said, “Aren't you ashamed men are looking at your thighs?”. This was one more provoking statement. 
I do want to add further that the length of dresses, depth of the neck of the dress or the type of dress are not the factors causing an assault against a woman but the mentality that men carry these days, and also the people with the same mentality as the woman in the case above. 

Ok, so not only rape but ever thought of eve-teasing?
”Hey, hi going somewhere?” what if someone says that to us at night while returning from somewhere. Literally, every day, when they don’t know you and neither the other way round. 
Does eve-teasing or sexual harassment make the doers proud or happy of doing so??? 
How does the way a female dresses matter when it is the mentality of the people that hasn’t changed over the years. 

I thought of it more and I realized that most of the people all over the world carry the same mentality with them which for us may be absurd but for them is correct. We may not mind the females around us wearing whatever they feel comfortable in but many people are against it. 
Here, I think we should be thinking of how to make a change in the mindset of such people.
